WIP Extend project manager to support "resource store" projects

A "resource store" is a project that tracks the contents of a resource manager it is assigned, and save its contents to a specified directory.

There should be some discussion whether this is the most suitable way to provide this functionality, which overlaps significantly with !1364 (closed)
