Submit Omega3P jobs to NERSC

This branch updates the Omega3P export template and scripts to submit Omega3P jobs to NERSC via a local Cumulus server. To use it: (i) the python runtime used to export simulation files must include the girder_client (python) and its prerequisite python modules (requests, six); and (ii) a cumulus server configured for NEWT/HPC servers must be accessible to the machine running ModelBuilder.
