Update Omega3P job to run ACDTool if model is .gen file

John Tourtellott requested to merge john.tourtellott/simulation-workflows:add-slac-meshconvert into master

This branch updated the Omega3P export code to include a call to "acdtool meshconvert" if the input model is a .gen file. The meshconvert call will generate the netcdf input file needed by Omega3P. Only one job is submitted to NERSC to perform the meshconvert and omega3p runs in sequence.
