Install proteus and pyarc template files

Adds install logic for neutronics codes, using (new) SIMULATION_WORKFLOWS_ROOT cache variable. By default, the template files are installed to

    ${install-path}/share/cmb/workflows/proteus-sn
    ${install-path}/share/cmb/workflows/pyarc
