Update startup sequence to deal with container issues

Changes the plugin's startup logic several ways, motivated mainly to deal with (i) when the "docker" executable is not in modelbuilder's path and (ii) when the openfoam docker image needs to be pulled. This branch also reorganizes the startup logic to wait for all prerequisite features to be initialized before initializing this plugin.
