interfoam templates and operations

Implements simulation-workflows files and python operations needed to setup and ran interFoam simulations. (interFoam solver is for two incompressible, isothermal, immiscible fluids use VOF phase-fraction based interface capturing.)

The MR supersedes !1 (merged) which was manually overwritten because python formatting was not setup right (by me).
