Made changes to allow projects to be moved to new file system locations

Stan Hammon requested to merge _transfer-stan.hammon/ace3p-extensions:make-projects-portable into master

This extends upon the recent SMTK branch of the same name (cmb/smtk!2704 (merged)) to also make ACE3P projects portable (movable to new file system locations)
