Update the project-save item each time the ACE3P menu is activated

John Tourtellott requested to merge john.tourtellott/ace3p-extensions:project-save-menu into master

This branch only enables the Project => Save menu item when a project is open and in the modified state. This feature is initialized until a project is opened (otherwise we would have to go through the gymnastics of figuring out when the menu gets created).
