Job nersc browser connect

Corey Wetterer-Nelson (Kitware) requested to merge c.wetterer-nelson/ace3p-extensions:job-nersc-browser-connect into master

Here, we add a handful of convenience buttons to the Simulation Jobs detail panel. This includes links to immediately navigate to a job's folder on the NERSC file browser and a button to download the contents of a jobs folder.
