Write manifest refactor

Corey Wetterer-Nelson (Kitware) requested to merge c.wetterer-nelson/ace3p-extensions:write-manifest-refactor into master

add a static function to the Write operation which we can use to write the Jobs manifest to disk from outside the Write operation. This is now used in the Export operation to keep the jobs manifest file up to date.
