clang-format: start enforcement

Ben Boeckel requested to merge ben.boeckel/ace3p-extensions:clang-formatting into master

So here is the prep in order to do clang-format. At the end of the branch, make an empty commit git commit --allow-empty --author="Kitware Robot <kwrobot@kitware.com>" which will be used to hold the repo-wide reformatting to start enforcement. It will be rewritten by the robot.
