NERSC filebrowser

John Tourtellott requested to merge nersc-filebrowser into master

Adds NERSC file browser and dock widget. Centralizes NERSC login code for both file browser and cumulus jobs panels. Adds checkbox to jobs panel to enable/disable polling. Also begins ACE3P menu, that will eventually be used for other features.
