Fix surface water test august 2016

This branch updates the AdH export scripts to match those in the current simulation-workflows directory, and updates them to write attributes in the same order each time by sorting by name instead of id (since different ids are created each time the test is run). This branch, in combination with a corresponding branch in CMB with the same name, should now make the ModelBuilderExportSimAdHSurfacePy test pass.
