Draft: Add Wavetank package

Adds a wavetank package build and smtkwavetank project. For OpenFOAM/WaveTank applications.

Marking "Draft". We don't need to merge as long as we can use this to create one-offs, at least for now.

Note to self: Look for the "Run Pipeline" button in the Pipelines tab.
