Allow a relocatable SMTK install.

David Thompson requested to merge dcthomp/cmb-superbuild:relocatable-smtk into master

Customers using the superbuild would like to copy build trees across machines (into different directories) and this prevents it. We are not using ZeroMQ/Remus any longer, so it should not be a problem.
