Upgrade from PEGTL v2.7.1 to v2.8.3.

This fixes an issue exposed by upcoming changes to the units/units> repository: the parse-tree code in pegtl/contrib will include duplicates of a terminal opt<...> node (at least for the units expontial pattern.
