Set CMAKE_INSTALL_LIBDIR to "lib"

chart3388 requested to merge chart3388/cmb-superbuild:protobuf-lib64-to-lib into master

Override OS-specific libdirs as this was sometimes being installed in lib64 causing problems linking.
