CI settings - install crun for podman and tell QT windows to do desktop

Aron Helser requested to merge aron.helser/cmb-superbuild:ci_settings into master

New fedora versions want crun as the podman runtime by default, and apparently podman 2.0.5 doesn't install it.

Give Qt an extra push to use desktop GL instead of EGL for testing.
