Add a superbuild level option to control smtk documentation build

Packaging CMB needs superbuild python which prevents it from using sphinx installed via pip. In order to package cmb with documentations sphinx/doxygen need to be added as a superbuild project which takes time.

This MR currently allows cmbbinsdash docker image to build cmb nightly linux packages without documentation.
