Make SMTK and CMB depend on nlohmann_json

This builds the latest (2.1.1) release of nlohmann_json as a dependency of SMTK and/or CMB. Note that it fetches the source tarball from data.kitware.com; this is a 206kB subset of the official 104MB release. It does not include test and benchmark data.
