Make building the hydrology package optional

John Tourtellott requested to merge john.tourtellott/cmb-superbuild:hydrology-option into master

The hydrology package can be quite large, and is generally only needed for the nightly ES_Superbuild builds, so this MR makes it optional with the default off.

I will also update CMBDashboards to set the ADD_HYDROLOGY_PACKAGE variable in the TalosIV and Praxis ES_Superbuild scripts.
