Add site-packages path for shiboken build on windows

John Tourtellott requested to merge john.tourtellott/cmb-superbuild:fix-shiboken-install into master

Cannot run export scripts in ModelBuilder on Windows. This is because the "import smtk" command fails, in turn because python cannot find the shiboken module. This MR sets the path to the CMB site-packages folder, so that shiboken can be found and the import smtk proceed.
