Ninja: use depslog when possible

Ben Boeckel requested to merge ben.boeckel/cmake:ninja-actually-read-depfile into master

When the depfile is not an output, ninja may incorporate the depfile into the deps log.

Also includes a warning addition if a depfile is not found and expected to be transformed.
