ExternalProject: declare byproducts for the download step

Ben Boeckel requested to merge ben.boeckel/cmake:ExternalProject-declare-download-byproducts into master

This can surface a conflict where two projects download the same file and get scheduled against each other.

Observed in the common-superbuild where the mesa and osmesa projects each download the Mesa source to the same location.
