Help:file: document HTTPHEADER more

scivision requested to merge scivision/cmake:dochttp into master

Some servers have allow-lists for HTTP UserAgent for example. CMake project devs would benefit from this hint about setting authorization tokens and HTTP User Agent.

Motivation: I noticed my website is the #1 search result for "CMake user agent" but I think CMake's docs should hold that position!
