Help: Link from usage requirement commands to detailed explanation

Augment vague mentions of "Transitive Usage Requirements" with links to a detailed explanation.

Add linking to in-depth explanation of the highly vague §Transitive Usage Requirements buildsystem paragraph to various commmands. Minor fixes.
