Help: Mark features new to 3.24 in Using Dependencies Guide

The section of the Using Dependencies guide that covers FetchContent_Declare's new FIND_PACKAGE_ARGS argument, and the section on Dependency Providers, only apply to CMake 3.24+. Indicate that recency by placing a versionadded marker at the start of each section.
