libarchive: Update to version 3.5.3 for CMake 3.22 and 3.23 release branches

The CMake 3.22 and 3.23 release branches use the libarchive 3.5 series. Update from 3.5.1 to 3.5.3.

See !6464 (merged) for update to 3.5.1, and !6988 (merged) for a later update to 3.6.0.
