ExternalProject: Rerun download on SOURCE_DIR change

Craig Scott requested to merge craig.scott/cmake:ep-redownload-on-SOURCE_DIR-change into master

The new subtest added by this change was verified to fail with existing CMake and pass with this change. Same for the two example projects in the linked issue.
