Split PackageFiles() into four methods, for increased readability:

cmCPackIFWGenerator::BuildRepogenCommand
cmCPackIFWGenerator::BuildBinaryCreatorCommand
cmCPackIFWGenerator::RunRepogen
cmCPackIFWGenerator::RunBinaryCreator
