Help: Clarify details passed to ExternalProject configure and build

Craig Scott requested to merge craig.scott/cmake:doc-ep-configure-build-passthrough into master

I've clarified the things that are passed through from the main project to the external project for the configure and build steps. I didn't want to get too specific because I don't think we want to lock ourselves down too tightly in case we want to expand things in the future. Hopefully the details added here at least cover the general expectations in a conservative way.
