FindLAPACK: Add pkg-config support

fpruvost requested to merge fpruvost/cmake:modules/findlapack/add_pkgconfig_support into master

Add pkg-config support the same way as FindBLAS, use BLA_PREFER_PKGCONFIG to force using pkg-config.
