Help: Clarify variables specifying scripts to execute during packaging

Clarify the documentation for the variables added by !4846 (merged), making their relationship to CPACK_INSTALL_SCRIPTS clearer. The essentially read-only nature of CPACK_PACKAGE_FILES and its intended use is also made clearer by this change.
