CMAKE_DEBUG_TARGET_PROPERTIES to `provides information` section

Robert Maynard requested to merge robertmaynard/cmake:better_category_for_target_debug_property into master

This variable only provides debug information and doesn't modify the output of CMake, so move it to the correct variable section.
