Help: Document that CMAKE_FRAMEWORK initializes FRAMEWORK target prop

The original work in !3347 (merged) that added the support for initialising the FRAMEWORK target property with the CMAKE_FRAMEWORK variable only documented this for the CMAKE_FRAMEWORK variable itself. This MR completes the symmetry by updating the FRAMEWORK target property docs as well.
