cmCPackFreeBSDGenerator: fix clang-tidy issues

Install FreeBSD's libpkg on Linux and configure CMake with CPACK_ENABLE_FREEBSD_PKG and CMake_RUN_IWYU set to ON. Then, fix all warnings.
