CPack: Clean up generator documentation

The documentation for CPack generators should never have lived in modules, they should have been in their own section. This change moves the documentation into a new section, moves the generator CMake modules into an "Internal/CPack" directory to remove them from user visibility, and completely removes the no-op documentation-only modules.
