cmExtraSublimeTextGenerator: Feature request (#16351)

According to the feature request report, it adds a new CMAKE_SUBLIME_TEXT_2_DISABLE_FOLDER_EXCLUDE_PATTERNS variable which controls visibility of folder_exclude_patterns visibility. If you set it to True, folder_exclude_patterns won't be written to the .sublime-project
