Merge/cmake server filewatcher

My last one on the topic of cmake-server for the time being. This one adds filesystem watching, a feature that is very dear to Stephen. It will enable all the cool debugging features he has envisioned.

Sorry for being so late today, I could not find any time today during office hours to work on cmake.
