Link Step: Determining id of effective linker during generation
!8885 (merged) added a way to detect what linker the compiler uses by default.
!8861 (merged) added a way to tell the compiler what linker to use on a per-target basis.
!9086 (merged) improved linker detection and identification to work on more platforms.
However, I don't see a way at generate time to know the identity of the linker that will be used for a target when the LINKER_TYPE
property is set. In order to make generate-time decisions to account for linker-specific behavior, we need to determine the effective linker id for a target.
