Unable to set compile using a Toolchain File under Windows
I have a toolchain file, to cross compile for an embedded TI microcontroller (C2000 Family). That work quite well for me, under MacOS. Now I want to use the same file under Windows 10.

The messages "Executing c2000.cmake", "C2000_TOOLCHAIN_DIR...", and "CMAKE_C_COMPILER..." are issued by the c2000.cmake script. To me, it looks like CMake made already the decision to use MSVC before even starting the toolchain file.
What could be the problem here? How could I further analyse the problem?
CMake version is 3.27.1
