HIP: hip-lang support for NVIDIA GPUs

The HIP documentation states:

allows developers to create portable applications for AMD and NVIDIA GPUs from single source code.

Currently CMake only supports building HIP for AMD GPUs.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
