ctest_configure: would like -S -B args to clarify logs
ctest_configure uses CMake < 3.13 notion of the configure step executing in the build directory, and referring to the source directory as the last argument without flag.
currently, ctest_configure works like
mkdir /path/to/build
cd /path/to/build
cmake <opts> /path/to/source
When looking at logs in CDash or elsewhere for ctest_configure() the command line references only the source directory.
When using non-hard-coded build directory, say on a system testing multiple compilers or other configurations, it would be helpful to have ctest_configure use CMake 3.13+ -S source_dir -B build_dir
arguments for clarity.
That is, to have ctest_configure in place of the third step above emit:
cmake <opts> -S source_dir -B build_dir
