Allow FilesystemRetryCount / FilesystemRetryDelay in transient way
It's now possible to alter the settings for filesystem retry behavior on windows, to counter errors due to Anti-Virus and File Indexing:
However, it's currently only possible to do this via settings in the windows registry. While this is good for individual developers who want to just make sure cmake works whenever they build something, it's not a good solution for people writing "build recipes" or automated build scripts that they want to distribute to others - in this situation, it's not good practice to make permanent changes to a user's system. However, we are still expected to make our recipes / builds to "just work" on a wide variety of machines.
I'd like to request that the ability to alter these settings in a non-permanent way, so they can be altered per-process or per-cmake-build... either, through either environment variables or cmake variables.
