BUILD_SHARED_LIBS: Not Overwritable in Toolchain

Hi,

I am trying to set BUILD_SHARED_LIBS in a Toolchain file to FALSE by default, but it seems that option as no effect there.

I tried

set(BUILD_SHARED_LIBS OFF CACHE BOOL "Aaa" FORCE)

and

set(BUILD_SHARED_LIBS OFF)

with no success.

Can this be fixed? I would like to propose this for the emscripten/webasm toolchain: https://github.com/emscripten-core/emscripten/pull/16281
