'file(READ' of huge file with the 'OFFSET' value bigger than 2GB works incorrect

OFFSET argument uses atoi when reading the value from the argument string. This is incorrect since offset might not fit the 'int' type.

The attached script exposes the issue on Linux: TestFileOffset.cmake

The issue is located here. Same applicable to size argument(not sure if someone wants CMake to read 2GB, but still may be the case)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
