add_custom_command: cmake 3.22.0 does not run all custom commands in VS managed projects

The description, and reproducible use case, can be found here: https://github.com/cross-language-cpp/djinni-support-lib/issues/70

We wonder, is there a new behavior in cmake we should be aware about or, is this a bug in cmake we should ignore and just use a different version
