MSVC: Add support for ARM64EC architecture

!5708 (merged) proposes support for MSVC's new ARM64EC architecture. This architecture differs from others supported by MSVC because it does not have a separate cl.exe for the architecture. Instead it uses the normal arm64 compiler tool but with additional flags. This issue can hold design discussion for that requirement.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
