PCH: PDB file copied multiple times in PRE_BUILD step when using REUSE_FROM with precompiled headers

In the "Visual Studio 16 2019" generator, the copy script is added as a pre-build step once for each configuration. The same minimal example as in #20680 (closed) reproduces the problem: PCHTest.zip

I will add a merge request with my best shot at removing the problem.
