Add support for Windows 10 SDK 10.0.15063.0 with VS2015

Currently because of: https://gitlab.kitware.com/cmake/cmake/-/blob/bd580b7d568493a795a855c0710ba4ad88532485/Source/cmGlobalVisualStudio14Generator.cxx#L230-238

CMake will not target newer than 10.014393.0 for VS2015. The blog referenced in #18633 (closed) and the MSDN documentation only say that VS2015 is unsupported for UWP Apps. (see https://docs.microsoft.com/en-us/windows/uwp/updates-and-versions/choose-a-uwp-version)

Microsoft Instructs you to use 10.0.15063.0 with Visual Studio 2015 when it comes to developing drivers and win32 apps for Windows 10, version 1703: https://docs.microsoft.com/en-us/windows-hardware/drivers/other-wdk-downloads

In addition, the EWDK for 1703 comes with the VS2015 compiler and SDK 10.0.15063.0.
